Different roles, the same constituency
BCD represents coffeeshop operators toward politics, government and regulators; HOP helps those same operators take internal steps in quality and compliance. The roles are different and reinforce one another.
Scope
BCD does not introduce standards via HOP, and HOP does no advocacy. BCD does share signals from its members with HOP and uses HOP instruments in its conversations with ministries and banks.
