The Hospitality Development Platform (HOP) is the development fund of the Dutch hospitality sector. It originates from the hospitality collective labour agreement (cao) and is an initiative of Royal Dutch Hospitality (KHN), CNV Vakmensen and De Horeca Bond. Employers and employees each contribute 0.1% of the wage base; the fund finances sector-wide projects such as training and e-learning, a free risk assessment (RI&E), image campaigns, research and better alignment of vocational education with practice.
This matters for coffeeshops because a coffeeshop is formally a hospitality business with staff. That brings the cao levy into play and operators receive invoices from HOP — while in practice their access to support, training and schemes is not always equal to that of other hospitality entrepreneurs.
