The Dutch hospitality sector's development fund under the hospitality collective labour agreement — and what the levy and HOP invoices mean for coffeeshops.
The HOP is the development fund of the Dutch hospitality sector, created by the hospitality collective labour agreement and an initiative of KHN, CNV Vakmensen and De Horeca Bond. Employers and employees each contribute 0.1% of the contributory wage; the fund finances training, e-learning, a free risk inventory (RI&E), image campaigns and research. The HOP is not a licensing authority and not a quality mark.
Our position: As hospitality businesses, coffeeshops contribute to the development fund and should therefore have equal access to training, the RI&E and schemes, with clarity about the basis and the return for the contribution.

The Hospitality Development Platform (HOP) is the development fund of the Dutch hospitality sector. It originates from the hospitality collective labour agreement (cao) and is an initiative of Royal Dutch Hospitality (KHN), CNV Vakmensen and De Horeca Bond. Employers and employees each contribute 0.1% of the wage base; the fund finances sector-wide projects such as training and e-learning, a free risk assessment (RI&E), image campaigns, research and better alignment of vocational education with practice.
This matters for coffeeshops because a coffeeshop is formally a hospitality business with staff. That brings the cao levy into play and operators receive invoices from HOP — while in practice their access to support, training and schemes is not always equal to that of other hospitality entrepreneurs.
