Amsterdam — residents criterion off the table
The Amsterdam coalition agreement 2026 confirms that the residents criterion (I-criterium) will not be introduced. Ipsos research substantiated the expected revenue loss in the city centre and entrepreneurs in the Red Light District publicly opposed introduction. We continue to monitor the dossier with an eye on enforcement and any shift to street dealing elsewhere.
Cannabis experiment
Experimentation phase of the closed coffeeshop chain
Since 7 April 2025 the experimentation phase has been running in ten municipalities. Sales packaging, labelling and consumer information follow via a supplementary Royal Decree with a three-month transition period. We track practical issues and feed them back to the policy table.

Regulation sessions
We organise sessions on the future regulatory model for the entire sector. Together with entrepreneurs, policymakers and experts we discuss scenarios and principles for full regulation of the coffeeshop sector — for all coffeeshops, not just experiment municipalities.
Hospitality positioning
HOP invoices & cooperation with KHN
Coffeeshops are receiving invoices from the Horeca Development Platform (HOP). We have reopened talks with KHN and advocate recognition of coffeeshops as regular hospitality operators. What should you do as an entrepreneur now?
