The starting point
The Dutch tolerance policy has existed for decades, but coffeeshop operators have long had limited access to the regular entrepreneurial support, training and quality frameworks that are commonplace in other hospitality and retail sectors.
How it began
In the run-up to the Cannabis Experiment and the broader debate on regulation, it became clear that the sector needs a professional self-regulation framework. HOP emerged as an independent platform that builds such a framework step by step — modelled on platforms that have existed in other sectors for years.
