Ten designated growers
In July 2020 growers could register for the experiment. There was room for a maximum of ten growers; from 149 applications, ten were designated through a careful process.
Selection procedure
- Formal review — check whether the application was submitted on time and complete.
- Substantive review — assessment against the statutory criteria.
- Lottery — on 3 December 2020, under notarial supervision, because more than ten applicants had been positively assessed.
- Designation & Bibob check — integrity screening under the Bibob Act; ultimately ten growers were designated.
Mayors of the municipalities where growers wished to establish their site advised on the applications, focused on public order and safety.

Supraleaf was initially selected but failed to secure a cultivation site in Zwaag (municipality of Hoorn). The Ministry of Health revoked the licence; the objection was declared unfounded. CanAdelaar — next on the waiting list — took the place.
At present four growers are actively supplying the participating coffeeshops: Fyta Group, Aardachtig, CanAdelaar and Hollandse Hoogtes.
Requirements for growers
1. Security of cultivation sites
A comprehensive security plan with risk analyses for internal and external threats, personnel management, access control, key management and incident logging.
2. Transport & track & trace
Transport only by certified carriers; products are continuously tracked during transport via track & trace. Deviations are reported immediately.
3. Staff
All employees must be able to present a current Certificate of Conduct (VOG). Employers are responsible for compliance with safety and quality protocols.
4. Administration
Complete and accurate records of production, storage and transport; available for inspection at any time. Every product traceable from production to sale.
5. Quality requirements
Products must be free from pesticides, heavy metals and microbial contamination. Every batch is tested by accredited laboratories.
6. Packaging & labelling
Opaque, child-resistant packaging with THC and CBD content and health warning. Permitted are cannabis flowers, pre-rolled joints and edibles.
7. Waste destruction
Non-conforming products are destroyed under supervision according to a fixed protocol.
8. Inspections
