Inspectorate Justice and Security (IJenV)
IJenV checks compliance with the closed cannabis chain. This includes that coffeeshops sell only regulated cannabis, that the track & trace system is used correctly, and that safety protocols and administrative obligations are observed. How IJenV inspects (Dutch).
Netherlands Food and Consumer Product Safety Authority (NVWA)

Municipalities and mayors
Every participating municipality has its own enforcement arrangement with specific rules for supervision and sanctions. Mayors are responsible for enforcement in their municipality and can impose fines, closures or revoke permits. They check, among other things, that coffeeshops respect the maximum trading stock and sell only regulated products.
Interplay
IJenV, NVWA and the municipality work in complementary roles: IJenV on chain integrity, NVWA on the product, the mayor on public order and the point of sale. In practice this means coffeeshops deal with multiple regulators — each with its own role and inspection frequency.
