No uniform national regime

Although the legal framework is the same, municipalities take different routes. In some, existing tolerance declarations are redistributed periodically; in others a procedure is organised only when policy changes.

Risks for existing operators

The step toward redistribution directly affects investments, employment and the continuity of long-standing businesses. Without ample transitional arrangements and careful communication, such a procedure can disproportionately damage operations — while the goal is precisely to distribute transparently and fairly.
