The picture in broad strokes
In the southern border municipalities the I-criterion is largely enforced; there, drug tourism and nuisance reduction are the primary reasons. In many major cities in the west and centre of the Netherlands enforcement has effectively been let go: coffeeshops there sell to visitors from outside the Netherlands in practice as well.
Not a static picture
The picture shifts continuously. Municipalities adjust their approach based on new nuisance signals, political majorities or signals from operators. An up-to-date overview requires monitoring, because formal policy changes are not always immediately visible in national registers.
