Cannabis Experiment declared controversial

The Dutch House of Representatives has officially declared the Closed Coffeeshop Supply Chain Experiment controversial. That means the current caretaker government will not take any further political decisions on the experiment until a new government is in place.

What does "controversial" mean?

When the House declares a topic controversial, it sets out which subjects the caretaker cabinet should not handle further pending the formation of a new government. The experiment continues to run operationally — coffeeshops in the participating municipalities continue to sell regulated cannabis — but no new political choices about scope, regulation or follow-up will be taken until political clarity has returned.

What does it mean for the experiment?

  • The experimental phase continues unchanged in the ten participating municipalities.
  • The timeline of the experiment (end of the experimental phase 7 April 2029, possible extension to 7 October 2030) remains in place.
  • Substantive decisions on, for example, expansion, structural regulation or adjustments of the framework are paused.
  • The independent evaluation continues; the final report is delivered to the ministers on 7 August 2028.

Why does it matter?

The controversial status delays political decision-making at a moment when many parties — operators, growers, municipalities, researchers — are looking ahead to the post-2029 follow-up. Without timely political signals, the risk grows that decision-making only starts after the experiment ends, leaving a gap between the experimental phase and any structural regulation.
